Leta Cary is the Program Supervisor of the Phoenix Program for Bethany for Children & Families. She received her B.A. in psychology from Northeast Missouri State University. In addition, Leta earned her M.A. in counseling and mental health services from Northeast Missouri State University. Leta began her career at Bethany in 1988. Leta resides in Iowa with her son. |
Julie Caven
IL Child Welfare Services |
Julie Caven is the Division Director/Illinois Child Welfare Services for Bethany for Children & Families. Julie has an earned Master’s of Social Work degree from the University of Iowa. Julie began her work with Bethany in 1978 and has worked in residential care, intact and foster care, the Phoenix program, and Family Preservation.

Ben Cleaveland

Ben Cleaveland is the Program Supervisor/Direct Family Interventions for Bethany for Children & Families. Ben has an undergraduate degree in Business Administration/Economics from Knox University and a Master’s degree in Counseling from Western Illinois University. Ben has been a clinical counselor for fifteen years. After working as an insurance broker for a number of years, Ben held a variety of clinical and school positions and began at Bethany as a residential child care worker. As a lifelong Quad-Citian, Ben is active in the community; he volunteers for the Cub Scouts, as a Little League coach and umpire, and teaches fifth grade at his church.

Pam Garcia

Pam Garcia is the Office Manager and Utilization Clinical Review Coordinator for Bethany for Children & Families. Pam attended Black Hawk College. She has worked for Bethany since 1999; prior to that, Pam was the Transportation Manager and a Teacher’s Aide at Jordan Catholic School in Rock Island. A native Quad-Citian, Pam and her husband Marc live in Milan. They have three grown children and five grandchildren. |
Gretchen Hagen

Gretchen Hagen is the Accounting/Human Resources Manager for Bethany for Children & Families. Gretchen has a Bachelor of Arts degree in Accounting from Wartburg College. She began her career as an Accounting Clerk for Bethany in 1993. Gretchen was born and raised in Davenport. |
Jenny Hager
Vice President of Marketing and Development |
Jenny Hager is the Vice President of Marketing and Development for Bethany for Children & Families. She focuses on strategic planning, development, and marketing for the agency. Jenny attended the University of Northern Iowa. A Quad-City native, Jenny and her husband Brad have three children. |
Clay Huffstutler
Therapeutic Recreation |
Clay Huffstutler is the Supervisor of the Therapeutic Recreation Program (TRP) for Bethany for Children & Families. He is the agency instructor for training in nonviolent crises. Clay holds a Bachelor of Science degree in Sociology from Eastern Illinois University. Clay has been with Bethany since 1994, where he started with the Supportive Living Program and then TRP. He has twice been named Employee of the Year. A native of Aledo, Clay currently resides in Davenport with his wife Kim and their two children. |
Lynn Lohman

Lynn Lohman is the Program Supervisor of the Independent Living and Illinois Foster Care and Licensing Programs for Bethany for Children & Families. She received a Bachelor of Arts degree in Psychology and Sociology from St. Ambrose University. In addition, Lynn earned her Master’s degree in Public Administration from Drake University. Lynn was born and raised near the Illinois Quad Cities. Lynn has worked in social service for over fifteen years and has been with Bethany since 2001. |
Mary Ann McLeod
Community Services |
Mary Ann McLeod is the Division Director/Community Services for Bethany for Children & Families. She has a Bachelor of Science degree from Northern Illinois University and a Master’s degree in Education from Western Illinois University. Mary Ann has worked at Bethany since 1985, predominantly in the field of teen pregnancy prevention, services for at-risk youth, and management. Prior to Bethany, Mary Ann taught in Illinois, Michigan, and Arizona. Mary Ann is the proud mother of two daughters. |
Katie Nelson
Communications Coordinator |
Katie Nelson is the Communications Coordinator for Bethany for Children & Families. She is responsible for media relations, agency branding and publications, website development, and event fundraising. Katie has a Bachelor of Arts degree in Advertising from Iowa State University. She is a member of: The Network: Young Professionals of the Quad Cities; serves as the Publicity Director for PR Network of the Quad Cities; and the Big Brothers, Big Sisters Lunch Buddy Program. Katie and her husband Dustin live in Bettendorf. |
Amy Phillips

Amy Phillips is the Supervisor of Iowa Remedial Services for Bethany for Children & Families. Amy supervises the Milestones After-school and summer program; ExCEL, an anti-gang initiative; Juvenile Justice Diversion program; and Remedial Services in Bethany’s Maquoketa office. Amy has over nine years of experience in the field of social work and has been with Bethany since 2002. |
Deanna Solis

Deanna Solis is the Division Director/Iowa Services for Bethany for Children & Families. Deanna has a Master’s degree in Social Work and is a licensed practitioner in Iowa. With more than fifteen years of experience in human services, Deanna oversees Remedial Services; Milestones After-school and summer program; Adoption; Supervised Visitation; and ExCEL, an anti-gang initiative. Deanna began her work with Bethany in 1998 when she served as the agency’s Adoption Specialist. |
Bill Steinhauser
President/CEO |
Bill Steinhauser is the President/Chief Executive Officer of Bethany for Children & Families since 2004. Bill has his earned doctorate in counseling. He is the Board Chairman of the Child Care Association of Illinois; a member of the Board for the Iowa Coalition for Families and Children; the Board President for the Moline Community Development Corporation; and an editorial Board member of the periodical, Families in Society, Alliance for Children and Family Services in Milwaukee, Wisconsin. He has over thirty-four years of experience in community service within the not-for-profit sector. A native of the southside of Chicago, Bill joined the Quad-City community in 1996. Bill and his wife Laurie have been married for twenty-one years, have four children, and currently reside in Bettendorf.

Thomas J. Tallman is the Vice President of Finance/Chief Financial Officer for Bethany for Children & Families. Tom has an undergraduate degree in Finance from Iowa State University and a Master’s degree in Business Administration from St. Ambrose University. He joined Bethany in 1990 as an accountant. A lifelong Quad-Citian, Tom currently lives in Davenport with his wife Amy and their three children. |
